According to whats been announced so far, you will still not be able to use your flying mount in the old continents of Azeroth.
However, you will be able to use flying mounts on the continent of Northrend (the new area) after reaching an as yet undetermined level. At Blizzcon this mentioned to be somewhere around level 67 but has not been made final yet. The whole continent is being designed with flying mounts in mind.

I doubt it. They'd have to completely redesign a whole lot of the original game to accomodate flying mounts. It sure would be nice but it just doesn't seem practical when they can just add new areas for flying mounts. Eventually level 70 and flying mounts are just going to be a joke to get.
no, I don't think flying mounts will be a joke to get. Honestly, the only thing that I can think of that hasn't been covered is underwater mounts, but that sounds kind of pointless. They might lower the price of flying mounts, but that'll probably be it. and no, I don't think they'd make flying mounts for Azeroth, but still outlands and Northrend will be able to fly.
To answer your question, No. there will not be flying mounds in the whole world of warcraft, in fact there will not be any flying mounds in WotLK until the later areas of the continent, if you want to find out what the world of warcraft moderators said like Drysc, I suggest you go to wowinsider.com and search through the WotLK post that they have.
